Our multifaceted approach includes (but is not limited to) providing technical advisory support on developing tools and frameworks, evidence-based insights to enrich M&E systems, organising custom training and workshops, and conducting knowledge sharing events to facilitate discussion and public deliberation.

Government of Tamil Nadu
CLEAR South Asia has worked with the Government of Tamil Nadu (GoTN) extensively to increase the quality of the government’s own data collection, its capacity to manage evaluations and creating a culture in which the government commissions and uses more evaluation results to make policy decisions.. We helped GoTN to develop a framework titled ‘Guidelines for Programme Evaluations’ to support the use of evaluations in policymaking. We also collaborated with the Data Analytics Unit (jointly hosted by the Department of Economics and Statistics and the Tamil Nadu eGovernance Agency) to analyse and use data in the health, housing, and welfare sectors.
We have conducted over 15 customised workshops and training sessions for officials at the Department of Evaluation & Applied Research, Department of Economics & Statistics, and Department of Social Welfare, and trainee Indian Administrative Service officers.
Development Monitoring and Evaluation Office, NITI Aayog, Government of India
CLEAR South Asia has established a partnership with the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog, the Government of India’s public policy think tank. We work closely with DMEO to help build a strong and collaborative monitoring and evaluation ecosystem in India amongst governments, academic institutions, civil society organisations, and the consulting industry. We do this by:
- Supporting the development of M&E policies, curriculums, and toolkits
- Conducting diagnostics and assessing M&E needs
- Organising custom workshops and trainings for various stakeholders
- Conducting regular knowledge sharing events and webinars
Government of Odisha
CLEAR South Asia has completed a detailed monitoring and evaluation diagnostics assessment for the Government of Odisha's Poverty and Human Development Monitoring Agency (PHDMA) to identify areas of opportunity for collaborative learning and training. PHDMA has been set up by the Government of Odisha with the goal of monitoring and strengthening human development and poverty indicators in the state.
We are working with PHDMA to:
- Develop an evaluation manual/toolkit on M&E best practices
- Organise capacity building workshops to improve primary data collection for PHDMA
- Design and conduct a custom workshop for the Odisha Development Fellows (ODeV fellows) to give them a solid grounding in basic M&E concepts
Lal Bahadur Shastri National Academy of Administration
CLEAR South Asia works with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Government of India's top civil services training institute, to deliver customised courses and workshops for both entry-level and senior civil servants and policymakers on evidence-based policymaking and M&E methods. A few examples of our work with LBSNAA includes:
- Piloting a “flipped” classroom model consisting of a combination of videos and in-person training for entry-level IAS officers
- Developing a library of India focused case studies to use by LBSNAA faculty
- Providing training and then ongoing mentoring to IAS OTs from select cadres for their district research projects
