1. Introduction
Strengthening the capacities of young and emerging evaluators (YEE) is gaining more and more importance within ECD: building a cadre of well-qualified evaluators and monitoring specialists is necessary to meet the growing demand for better monitoring and evaluation of projects and programs. While the offer of trainings and university courses has partly responded to this by providing M&E (especially on evaluation) courses or including the topic of evaluation in related political science courses, there is still a need to address the demand for hands-on practical experience in developing and implementing M&E activities, as well as in planning, designing, implementing, disseminating, and using evaluations. This is particularly important since the first practical experience represents an entry point into the M&E labour market and contributes to the networking of YEE. Hands-on training is a critical part of professional development in any field because it provides an opportunity for the students to immerse themselves in their selected field and hone skills that employers value in the field. Through learning by doing, they interact with professionals who have worked in the field for years and benefit from their professional mentorship.
The hands-on learning is essential not only in acquiring technical/professional skills but also soft skills, such as the ability to work in teams, understanding of business needs and workplace expectations, and access to a professional network. The exposure to real-world problems provides an opportunity for students not only to apply classroom knowledge but also to build cross-functional knowledge and insights to create sustainable solutions. The early practical experience is also critical for YEEs to make decisions about their long-term career goals.

2. GEI's Hands-On Learning Program for Young and Emerging Evaluators
The Global Evaluation Initiative (GEI) is an inclusive global partnership committed to developing country-owned, sustainable monitoring and evaluation (M&E) frameworks and capacities to promote the use of evidence in public decision-making, enhance accountability, and achieve better results.
GEI's Hands-on Learning Program for YEEs is a 6-month-long traineeship/internship for young professionals interested in pursuing a career in monitoring and evaluation to gain relevant work experience and benefit from broader learning opportunities and professional networks across the GEI Network.
The Program aims to provide young and emerging evaluators with an opportunity to strengthen their practical M&E skills and soft skills through hands-on learning (on-the-job training) and mentorship, as well as to broaden their professional networks. This experience will enable YEEs to position themselves better when entering the job market.
GEI Hub will support the contracting and appointment of young and emerging evaluators as Young Evaluators, provide funding, as well as support the Centers to broaden knowledge sharing and networking opportunities for them across the GEI network. Depending on the professional interests of an intern, an additional mentor may be assigned from GEI Global team, IEG, or UNDP, to get more global experience, in addition to a CLEAR SA-based supervisor and mentor.
3. The hosting institution: CLEAR-SA
To better acquire technical and professional skills, GEI is seeking to hire 1 Young Evaluator who will be based at the Center for Learning on Evaluation and Results South Asia (CLEAR-SA), hosted by Abdul Latif Jameel Poverty Action Lab (J-PAL) at IFMR. CLEAR SA is an implementing partner of GEI and works on strengthening M&E systems and the use of evidence in decision-making. The centre's head office is in Delhi, India, and works on building M&E systems in various countries of South Asia.
4. Key duties and responsibilities
The Young Evaluator will work in the Capacity Strengthening business line at CLEAR-SA. The key duties and responsibilities will include but not limited to the following:
M&E frameworks, MESAs etc.
- Assist CLEAR SA leadership in M&E diagnostics (MESA) and scoping studies, data analysis, developing sub-national/country M&E frameworks and Evaluation Capacity Development plans for the government, as and when needed
- Support in writing M&E diagnostics report (MESA)
- Other activities
Training and Professional Development
- Conduct background research and literature review, develop new content, lectures and case studies for various M&E capacity building workshops and technical advisory services
- Assist in facilitating M&E training courses
- Scoping work for CLEAR SA’s fellowship programs
Knowledge products and knowledge-sharing activities
- Work on developing resource materials, presentations, manuals and knowledge product(s) for partners and wider M&E audience, as and when needed
- Support the Lead/Capacity Building Managers in the coordination and preparation of knowledge sharing events
- Write blog posts on M&E for CLEAR SA website on event proceedings
- Update the database for outreach for knowledge sharing events , CLEAR SA’s open enrolment and custom courses etc.
GEI related activities
- Participate in GEI-related events as and when needed
- Capacity Building workshops and Technical advisory on monitoring and evaluation (M&E)
- Contribute to the review and development of M&E curriculum for CLEAR-SA courses and technical advisory support including developing new content, case studies etc.
- Update CLEAR SA feedback forms for its services, work on streamlining CLEAR SA database etc.
- Conduct an in depth market analysis to identify potential new M&E partners in the region.
- Other reasonable duties allocated by the Lead/Capacity Building Manager
By the end of the program, the Young and Emerging Evaluator should be able to:
- Demonstrate enhanced technical M&E skills
- Develop cross-functional knowledge and insights by working on diverse M&E projects
- Integrate theoretical knowledge into practical M&E scenarios
- Engage with diverse stakeholders in the M&E domain to understand needs and expectations
- Work effectively in teams and contribute to collective goals
- Build and broaden professional networks within the GEI network and beyond
- Refine long-term careers goals through practical experience in the field of M&E
5. Mentoring
In order to support the trainee in the process of strengthening their capacities and skills, CLEAR SA will assign them a mentor. The mentor will accompany the mentee throughout the internship. They will jointly develop a skills development plan. Regular, periodic meetings will provide room for open questions, technical discussions and career orientation.
6. Young Evaluator's eligibility
The following eligibility criteria will apply to program applicants:
- Interest in the field of monitoring and evaluation;
- A graduate (master’s) degree in a related field of public policy, sociology, international development, economics, monitoring and evaluation, development studies etc.
- Background in monitoring and evaluation is an added advantage
- No more than three years of evaluation experience
- Fluency in English. Knowledge of Hindi is a plus.
- Strong qualitative and quantitative data analysis skills
- Strong writing and communication skills
- Citizen of India
The following intern selection criteria will be applied:
- Excellence: Applicants’ academic record and experience will be reviewed;
- Impact: The selection committee will review the likelihood of the recipient to generate impact within the M&E sector of a GEI target country/region after participating in the program;
- Need: The internship program will provide opportunities that will enable interns to gain knowledge, hands-on experience, and career advancement opportunities that are aligned with their future career plans and that otherwise would not be available to them;
- Equity: The selection committee will be sure to balance key demographics, including gender, regional representation, etc., to ensure equitable access to M&E learning opportunities.
7. Employment specifications
- Remote working based in New Delhi, India, with mandatory office hours as and when needed
- The intern will work 40 hours per week.
- The scope of work is detailed in Section 4.
- Valid Indian work permit
- Duration of the contract is up to 6 months
- Require COVID-19 vaccination (both the doses)
The Young Evaluator will report to the Capacity Building Manager at CLEAR SA. Interns will receive a GEI Certificate acknowledging their participation in the program.
This internship can be converted into a full-time position. Candidates interested in a long-term employment opportunity at CLEAR/J-PAL South Asia are encouraged to apply.
The funding for each M&E fellow will include:
- The Intern will receive a stipend to cover living expenses (for food, local transport, and housing allowance) unless there is external funding available.
- If the Young Evaluator is based in Delhi (i.e. base location), no housing allowance will be provided
- If the Young Evaluator relocates from another country/region to the host center location GEI will cover the travel cost [lowest fare economy class] airplane or train and visa expenses.
- GEI Young Evaluator will be hired through World Bank short-term temporary contracts, as per the Bank guidance.
- Those who are compensated through external sources (e.g., university stipends/or academic credit, external grants, etc.) will be hired as non-fee-based contracts, as per World Bank regulations. No-fee STT contracts are offered to Young Evaluator who will be provided a stipend of at least the minimum of the STT fee in effect at the start of the internship.
